BORODIN TALKS.
NECESSITY FOR MASS DISCIPLINE.
ABOLITION OF TREATIES.
Last week, M. Borodin, adviser to the Nationalist Government, ad- dressed a huge mass meeting at Hankow. In the course of his speech, M. Borodin stated that
he had worked for the Na- tionalist Government for three and a half years; he had done nothing else, day and night. "I am ready to work more," he said, adding "I am ready to give my life." Below are some extracts from the lengthy speech which he delivered:
Comrades, although you have brought us to the very heart of the country, you still must remember that the revolution is only half done. A revolution half done, comrades, is not done at all, and we cannot expect from it the same benefits.
Therefore, comrades, the greatest task before us, the greatest mass of the people, is to unite and unify the country under one government— one revolutionary government.
REVOLUTION'S AIMS.
Comrades, to the great masses of the people, that is to say, the mai- chants, the workers, the bankers and the peasants, and to other suf- fering people, more pay for work, better communications, less 'and rent, so that trade may become im- proved for the benefit of the masses. That means, comrades, that the Nationalist Government has before it many difficult problems to solve.
You are a revolutionary people, and the Nationalist Government is a revolutionary government, therefore, comrades, you must unite in solving the difficult pro- lems before it.
Comrades, we have a very difficult labour problem; financial problem; the very difficult pro-
lem of securing independence; and many others. The Nationalist Government cannot solve all these difficult problems alone. It must have
your support in order to solve these problems.
USE OF CAPITAL.
Citizens, the Nationalist Govern- ment has come to Wuhan not to help Chinese capital flow away to the foreign concessions in order that foreigners may be able to buy up the bonds of their own Governments. We are going to make that capital flow back from the concessions to Chinese terri- tory. We are going to use our own capital to build our railways, our trade and our banking.
Comrades, we are not going to stand for the throwing upon the people of worthless paper money, whether manufactured in Chinese territory, or foreign territory, or in the foreign concessions. Th Nationalist Government is going to establish a financial system such that the people will not have to suffer every day, and every moment they have to buy food and clothing.
Chinese merchants of Shanghai, and of every other concession, do not be afraid to come to Wuhan under the Nationalist Govern- ment, if you use your capital for constructive and legitimate pur- poses, and not for counter-revolu- tionary intrigues. The Nationalist Government will give you full prɔ- tection, and you may get all the benefits to which you are entitled. "LOOK AT KWANGTUNG."
Do not misunderstand the situa- tion. It is but natural that when the sound of guns has hardly ceased, when we still have to pursue and destroy our enemies, that a period of unrest must ensue. It is inevitable. This, comrades, is not characteristic of the movement. Look at Kwang- tung! We have made it possible for forty million people to live.
This is only a transitory period, and as soon as the government has put an end to this transitory period it is going to consolidate the financial, economic and other positions.
